We know the issues companies routinely face, as well as the not-so-normal problems, and help find creative, cost-effective solutions to get your operations running.
Meet our executive team and senior personnel below.
Bill McNutt is the President of WCM Group. He founded WCM over 40 years ago in a one-bedroom apartment with the help and support of four great friends: Bob McNair (Houston Texans); Charlie O’Brien (Quality Carriers); Doug Tipton (Enterprise Transportation/Products) and Arch Kelly (Mission Petroleum Carriers/Tetco).
Bill develops and supervises the daily performance of customized compliance, waste management, and engineering and safety programs. He is responsible for the environmental affairs of multiple chemical transportation terminals, commercial hazardous waste disposal companies and bulk liquid chemical storage terminals. He also coordinates environmental site assessments and makes recommendations regarding each client’s ability to comply with environmental rules and regulations.
Bill received both his B.S. in Marine Science and his Master’s in Civil Engineering from Texas A&M University. He is a Licensed Professional Engineer in the State of Texas, a Certified Hazardous Materials Manager and a LPST Corrective Action Project Manager.
When he’s not in the office, you can find Bill enjoying shooting sports, good wine and fishing with his friends and family. He is the proud father of one daughter, who is following in her father’s footsteps with a Bachelor’s Degree in Environmental Science from Baylor University. She is currently working on a Master’s Degree from Tulane.
Donny Hearn is the Executive Vice President at WCM. Donny has been with WCM for over 25 years. He manages the activity of the company’s staff of engineers, scientists and environmental specialists. He also acts as project director on permitting, compliance and new development projects, specializing in air quality compliance and permitting and environmental due diligence for mergers and acquisitions. Donny interfaces with clients to develop and maintain successful business relationships.
Donny earned both his B.S. in Biology and his Master’s in Environmental Management from the University of Houston. He is a member of the Texas Association of Environmental Professionals (TAEP), a member of the Air & Waste Management Association and a chair of the Environmental Safety sub-committee of National Tank Truck Carriers (NTTC).
When not working, Donny enjoys spending time with his wife and their two Labrador Retrievers, Kona and Maggie Mae. Donny and Annette are exceptionally proud parents of their two sons, Brad, a Houston Police Officer and Austin, a graduate and four-year baseball letterman of Stephen F. Austin University.
Donny is a self-proclaimed BBQ pitmaster of his backyard. In addition, he is a passionate outdoorsman and appreciates any time he can spend with family and friends in the great outdoors.
Phil Evans is the Senior Vice President of Technical Services for WCM. In his over 29 years at WCM, Phil has completed numerous air permit applications, exemption registrations, air emissions inventories and air compliance audits. He specializes in air emissions calculation methodologies for various sources such as storage tanks, marine vessel and truck and railcar loading, tank container cleaning, combustion sources, distillation and reaction units, surface coating operations and maintenance, startup and shutdown (MSS) emissions.
Phil earned his B.S. in Petroleum Geology from Stephen F. Austin University and has training in hazardous waste and emergency response, occupational safety and health for hazardous waste workers.
When not in the office, Phil enjoys spending time with his wife and three sons.
Susie Sowell is the Senior Vice President of Administration for WCM and has been with the company for over 30 years. With a hand in everything from accounting, contracts and corporate insurance to human resources, Susie is an integral part of WCM and invaluable in keeping operations running smoothly and efficiently.
Susie earned her B.B.A. in Accounting from the University of Texas in Austin.
Outside of the office, Susie enjoys gardening and being a Board Member on the Homeowners Association.
Kerry Higgins is a Vice President of Technical Services at WCM. He is responsible for the management of environmental compliance and permitting activities for clients in the petrochemical, oil & gas, health, chemical transportation and electric generation industries. He specializes in preparing air permit applications, developing environmental compliance systems and calculating atmospheric emissions from industrial sources.
Kerry earned his B.S. in Biology from the University of Texas in Austin.
In his free time, Kerry coaches youth basketball and enjoys testing out his grill and smoker on the weekends. He and his wife also love to take their children camping in the Texas Hill Country.
Donna McMillan is a Director of Technical Services at WCM. She has over 25 years of experience with environmental regulations and compliance for the transportation and manufacturing industries. She coordinates the WCM staff on due diligence projects, conducts compliance audits and prepares technical reports and waste management reviews.
Donna earned her Associate’s in Business Administration from Eastern New Mexico University. She is a Registered Environmental Manager and a Certified Environmental Auditor.
Donna was, at one time, a nationally ranked gymnast. Today, her sport and passion is golf. She enjoys playing golf and traveling with her husband and spending time with her children and grandchildren.
Connie Harrison is a Senior Director of Technical Services at WCM bringing 40 years of experience in the chemical and manufacturing industry. She provides air compliance, reporting and permitting support for various petrochemical manufacturing, storage and transportation clients along with coating facilities, in Texas and across the nation. In addition, Connie provides general multi-media project management of compliance and permitting teams for specific clients.
Connie earned her B.S. in Chemical Engineering from the University of Kentucky after a prior B.S. in Environmental Science from Texas Christian University. She is a long time member of the Air & Waste Management Association.
While out of the office, Connie spends time with her grandson, reading and visiting Texas state parks and beaches. She supports the Houston Rodeo through her Ticket Services Committee for 10+ years.
Beth Hebert is a Senior Special Consultant at WCM. She has over 40 years of experience as a process and environmental engineer in the oil and gas midstream, refining and chemical industries. She specializes in wastewater treatment, spill prevention and waste management, including – evaluation and optimization, permitting and strategy and environmental project approvals and waste management.
Beth earned her B.S. in Chemical Engineering from Louisiana State University and her Master’s in Environmental Engineering from the University of Houston. She is a Licensed Professional Engineer in Texas, New Jersey, Colorado, Louisiana, Mississippi, Ohio, Utah, New Mexico and North Carolina.
Outside of work, Beth is active in her church and with her family. She loves to read (especially historical romance novels) and watch nature documentaries. She also has two German Shepherds.
Mike Hunt is Senior Special Consultant at WCM. He has decades of experience in providing air quality permits and services, performing compliance audits and air dispersion modeling. Mike also acts as an expert witness in public hearings, giving technical analysis and testimonies on potential impacts of air quality in surrounding communities.
Mike earned both his B.S. in Math and his Master’s in Civil Engineering from the University of Texas in Austin. He is a Licensed Professional Engineer in the state of Texas.
In his downtime, Mike likes to spend time with his wife, Cathy, and dog, Ivan. They enjoy going on walks and hikes together. Mike likes to travel, is an avid baseball fan and recently “retired” after playing over 40 years in city softball leagues. Mike collects vintage Mickey Mantle baseball cards and memorabilia. He also enjoys listening to music, working Sudoku puzzles and reading.
